Whilst the outer phuse of the East- ern question presents about the same aspect of even chances for peace or war that it lias borne for the past ten days, there is unmistakably a strong under current of opinion at all Ihe capitals i.f Europe that a con- flict between England and Russia is inevitable, and that as soon as En- gland has completed her armanents the clash of arms will commence. A careful study of the policy of the British cabinet ever since the signing of the treaty of San Sttfano, leads to the conclusion that the pur- pose of the English government is to force Russia to relinquish all the fruits ot the war.
