DEBATE ON THE CASE OF MR. OWEN. The Cowper citadel has again re pelled its assailants. Mr.PLUNKETT'S motion, for the adoption of the Report on Mr. Owen's case, after a protracted and tedious debate was negatived by a majority of eleven-a result which the Minister's supporters welcomed with the most extravagant demonstra tions of delight, and a very hurricane of hurrahs. Thus, for some months at least, the power and the peace of the Premier are secured, during which he will have ample leisure to strengthen his garrison, repair his breaches, and fortify his position. We cannot, however, permit this final debate of the Session to pass without a few remarks. Like that to which we referred last week, it has been characterised more by personal recriminations and cavilling casuistries on the part oi those who opposed the adoption of the report than by a re ference to those important principles which the case involved. The apprehensions of a continental was were subsiding. Large reform meetings had been held at Bradford and Cheltenham. There had been a fire in Windsor Castle, but no material damage had been done.
