The Institute of Local Government Engineers Roads stand out from most other things national as Australia's greatest necessity, and greatest problem also. To the present our roads, or rather want of roads, have held us back so to speak. Jt was not that the task was beyond us, but that those in authority dodged it, mainly through fright at its financial aspect. The first State to seriously grapple with the problem was Victoria. What it did was to appoint a Roads Board, delegating to it the previously misplaced functions of road construc tion. Under the able directorship of Engineer W. Cakler, a member of this Institute, the public is just beginning to realise the benefits of the new order over the old. It is too soon yet for any direct proof of improvement being supplied to those who condemned the innovation, but very shortly now Mr. Calder should be in the' position of confounding his critics, or rather the critics of the system. He writes in effect: — -'Now that standardisation has pervaded so many industries and appliances, with consider able benefit, at an)' rate, to the majority of cases, there is some ground for considering whether it could not be beneficially applied to road construc tion. AGAINST SLUMS. Rook wood Council (N.S.W.), at nearly every meeting, is faced with the choice of promoting or discouraging the initiation of slums. Owing prin cipally to the good offices of Mayor Lidbury and Alderman Jenkins, the choice goes in the best in terests of the people. At the last meeting of the council, a plan was presented to divide a 50ft, block. To their discredit, as representatives of the people, Alderman Hayes and Bachell supported the pro Alderman Jenkins: 1 think it is unnecessary to cut up land like that in a place where there is plenty of good cheap land.
