Boinka. From our Correspondent. PROGRESS ASSOCIATION. The annual meeting of the Boinka   and Wooroca Progress Assoaiation was held recently and the follow- ing were elected for the ensuing twelve months: President, Mr Jas. Clark, J.P.; vice-president, Mr Geo. Boulton secretary, Mr T. C.   Mair : treasurer, Mr A. M'.Kenny. Mr C. Jenkin, who had presided over the association from its in- ception, was accorded a hearty vote of thanks for services rendered. Mr.Jenkins suitably responded and proved that the association had justified its existence. The Boinka hall, the water supply and railway improvements were cited as evi- dence of success. We have had fairly good rains and the settlers have their teeth set and are working with strong determination against almost insur mountable diffcultics to properly cultivate their land. Rain &,aking. Application has been lodged at the Patents Office by Mr Balsillic for provisional patents for his rain prod ucintg device. In the applica tion. the scheme is simply described as "means forcausing precipitation of vapoiu contained in the atmos phere." It is expected that appli -ations for patents will be made in other countries of the world. It has been known in official circles that for two years or more Mr Balsillie has been secretly ex perimentijg on original lines in this connection. He employs elec trical forces, and seeks to artifici ally bring about a condition lin the atmosphere similar to that which nature produces when rain is pre cipitated. To do this he uses an enormously powerful apparatus, costing many thousands of pounds. Arrangements are now being made for a practical trial of the de vice over a wide expanse of country. probably embracitig 10,000 square miles.
