An" array correspondent writes : "Id the army and among re'urned soldiers, I have noticed one fact, in particular, somewhat J at Variance with usual theories. It is that light haired men, of the nervous, sanguine type, 8 land campaigning belter than the dark haired men of billious temperament. Look through a raw regiment, on its way to the field, and you will-find fully one ( half its members of the black haired, dark skinned, lanre boned, billious type. He said in a recent speech : "If no other representative of the peo ple makes the proposition before me, I pledge to you my promise that early in the next Congress I will propose this fur ther amendment.
