It has many warm and influential friends but wall, be opposed by Delegate Kidder, and by almost every­ body residing in Dakota east of the one hundreth meridian—a population of about 60,000. Notwithstanding all the cheap and vio lent talk indulged on the subject, the only people who will suffer by the pro­ posed division are the people of the Red River country, who will remain isolated from Southern Dakota, with no hope for an organization that will better their con­ dition, for Pembina would then be out of the question forever. But we believe that the Pembina scheme is already dead and that if the Lincoln bill is not passed Dakota will be brought in as a state in the course of years and then no division will be possible. Personally the writer would prefer the admission of Dakota as she now is, but it would tie by a band...

Bismarck, D» T.f March 16,1878 Appropriating the language of the Chicago Times, we have thin to «iy by way, of comment upon the renegade and hostile Indians, and the policy of dealing with them. To begin with, the fact is to recognized that there is chronic war between the savages and the govern­ ment. At the puncipal agencies there is .something like an armistice, liable to be terminated at an hour's notice. Every­ where else in the region infested by the •wild tribes, the condition is one of actual and {it should be one of active and inces­ sant hostilities. The first conclusion to be drawn from this state of facts is that the intervention of the civil authorities of the government between the troops and the Indians is anomalous and a nuisance. No ''middlemen" should be tolerated be tween the belligerents. While fighting is suspended at certain agencies, the mili­ tary should be in a position to see that the terms of the Jarmistice are fully ob­ served, and to v...

Referring to re­ cent statements made on the authority of Colonel McLeod, commanding the Can­ adian mounted police, that Sitting Bull had not crossed the northwestern fron­ tier with hostile purposes, the consul adds, that owing to the winter, bands of buffalo still range the plains between Wood mountain and Cypress hills, and there is every probability that hunting parties of Indians freely cross and reccoss the fron­ tier in pursuit 4of buffalo.
