Thirty-Sixth Congress—lst Sesssion. Washington, Dec. 24, 1859. We condense from an eastern exchange the following proceedings had in the House upon its attempts to organize. Great excitement prevailed at the time, and debate ran at fever heat. Mr. Smith, of Virginia, and Fouke, will prove a match for all the combined force of opposition, assuming broad National grounds, in which, eventually they must be sustained: Mr. Bonham gave notice that after the speech of Mr. Smith of Virginia, who was entitled to the floor, he would endeavor to obtain an opportunity to move that the House proceed to ballot faithfully for a Speaker throughout this day, and tailing in that, be would make an effort to offer a resolution that from and after to-day no vote for Speaker shall be taken before the hour of 12 m. on Wednesday, the 4th of January, and that when the House adjourn to-day, that it be until that day. President's Message. This important document was delivered to Congress on the 27th ult., notwithttanding the news to that date does not show the organist ation of the House. It is impossible lor us to give more than a partial review of the message at this time. In our next we will endeavor to lay such portions of it before our readers as is of the greatest interest and benefit. The President commences with the Harper's Ferry affair, in which he thinks it should be received as a warning of appending danger, but does not fear the result. — He says : —"Our Union is a stake of such inestimable value as to demand our constant •und watchful vigilance for its preservation. Gov. Weller's Message. We copy the following review of Gov. Weller's Annual Message from the S. F. Xaiional of the 10th inst. It is replete in descriptive. The length of the Message prevents us from laying it before our renders; The message begins with stating that ninny of the Governor's recommendations have not been heeded by the Legislature. That branch of the State Government seems to have felt a desire to act independent from the Executive. The two branches must then be held rcpsonsible for their respective acts. The message shows the following amount to have been paid into the Treasury from January Ist, 1858, to December loth, IS.j!», 70,835. Expended in the same period, $916,182. Excess of receipts, $254,625. — The interest on the public debt has been paid, the amount being #306,118 15. The outstanding bonds have been reduced to $3,855,000. The old debt, for which no provision has been made for its payment, and certain outstanding Controller's warrants, swell the amount to $4...

To the Olficcrs and Soldiers who were engaged in the Indian disturbances in Tulare County in the year 1856: Okxti.i mi.n: —In the last issue of the Delta, I observed a notice signed by one T. M. Heston, a member of the California Legislature from this County, in which he tells you, that by forwarding to him', at Sacramento, a power of attorney authorizing him to fully act in the premises, you can obtain pay for your services. Either Mr. Heston is grossly ignorant of the law touching this matter, 01 else he has knowingly been guilty of wilful perversi in. The facts attending this'ease arc simply these: During the session of the Legislature of IS.'>7. a bill was passed appropriating $410,000 out of any money which Congress might hereafter appropriate for the suppression of Indian hostilities in this State. In this bill, Mr. (). K. Smith, who was then the member from this county, had inserted a provision appropriating to Tulare County the sum ef #10,000. ...
