APOLOGY AND EXPLANATION. We have apologies to make for two errors in our lost week's impression. The first was the fault of the printer, in placing a notice of marriage under the heading of" Deaths," and, although of course ahnoying, was not a matter of much moment, as whoever read it would at once detect the mistake. The second is a much more unfortunate blunder, abou: the rectificetion of which.we confess to feeling some anxiety. It occurred in our report of the proceedings of the Prahran Borough Cuiincil, wherein tlh. reporter makes Councillor Crews say "be'had -been giveni to understand that a protest had been lodged against Councillor Dickson, and -that gentle man, not being able to'reiit it bhiid thought proper to resign.' REFORM OF THE REPRESENTATION. We admit that " a perfect democratic government would be ore, which :ould embrace the consent of every citizen, or memb!r, of the' comhmunity;" but by whsat method of representation is such a Govern ment to be obtained ? Universal suffrage and vote by ballot have signally failed to produce it, either helre or in the United States. Theoretically, universal suffrage yields up the powers of Government into the hands of the numerical majority. Practically, however, it does the very opposite, it gives them to a majority of the majority ; who may be, and often are, but a minority of the whole. Test the principle by an extreme case. " Suppose then, that in a country governed by equal and universal suffrage, there is a contested elec tion in every constituency, and every election is carried by a small majority.
