Architects, Builders and Engineers Builders Laborers' Federal Award HOW N.S.W. MASTER BUILDERS VIEW IT A CRITICISM BY PRESIDENT G. P. JONES. Jun. Friday last was the first day under the award of the Federal Arbitration Court in the case of the Builders Laborers' Federation. The viewpoint of Victorian Master Builders is expressed on another page. President G. P. Jones, jun., of the N.S.W. Master Builders' Association, has supplied the fol lowing criticism from the N.S.W. standpoint: ''The award came as a great surprise to the em ployers and possibly to the employees also,' he said, 'as it eives to men emuloved bv the resnond ents in New South Wrales all they asked for in the way of increased wages and reduction of hours. I raction is mainly petrol nowadays in Great Britain, and municipalities have adopted it to an extraordinary degree,' said Councillor Russell, of Hawthorn Council (V.), who was recently there. 'Whether Australian cities would care to incur the additional expense I do not know, but it would possibly be beneficial to the community, and in course of time save money, if the road vacuum cleaner, road roller sweeper, dust lorries, and Avater carts, all driven by petrol, Avere introduced. IS THE WORKMAN BETTER OFF? The Case of the Carpenter. 'The freedom of the individual is no more, but is he any worse oft' because of that?' No attempt will be made to supply the answer just now (says a country correspondent). But for a moment look at the circumstances which produce the question. They are explained in this way. But a few years back a carpenter looking for work, having found a boss who -wanted a man, would argue terms Avith him. The carpenter would endeavor to get as good a Avagc as he Avas able, and the would-be employer Avould pay no more than he was compelled to pay. If carpenters Avere freely oftenng at the particular moment, the master would probably have the best of the argument; if they Avere scarce, the man Avould prevail. BUILDERS' LABORERS A Significant Attitude. An architect writing elsewhere in this issue relates a somewhat significant attitude adopted by the builders' laborers working on a certain Sydney job. The day was Saturday, and the Builders Laborers' Federal Award came into operation on the previous day. Everyone seemed to have the impression that the 4-i-hour week applied imme diately, instead of having'been* postponed for three months. The builders' laborers, as a consequence, reckoned that they were not called upon to work the half-dav on Saturday. But the bricklayers and other fellow unionists on the job, who were bound by the -IS-hour agreement, wanted to know what they would do if their laborers knocked off. Then came the significant attitude of the builders' laborers. They agreed to work the 48-hour week until the conclusion of the contract, because, they said, that agreement was in force at the commence ment of the contract. 'PASSING IT ON.' N.S.W. master builders see no reason why they should not pass on wage increases in accordance with the general custom. If the vociferous 'milk-o' join a union and get his wages increased, his employer does not suffer the loss. He passes it on — more often than not with a wee drap more — to the consumer. The small man with the large family starts an agitation and gets his wage further advanced. So it goes on, and on and on. The master builders don't exactly see why they should be altogether out of it. Thus it is that one often hears at their meetings arguments in favor of a clause in the contract providing for all wage increases during the currency of the work, being passed on. But the cases of the master builder and the 'milk-o' are scarcely analagous. Some are now claiming the victory a direct endorsement of Labor's manner of financing, since finance was made a prominent issue of the elections. Such political libertines as Griffith endorse the policy to 'keep on spending,' but there is to be leckoned with W. A. Hohnan, tactician and leader.
