MERCANTILE VIEW OF NEUTRAL RIGHTS. [Newspaper Article] — The Kiama Independent, and Shoalhaven Advertiser — 8 December 1863

MEROCATILE VIEW OF NEUTRAL RIIGITS. Mfich surprise is excited among the impartial merclhants in tile city at the doctrines promulgated by casual writers from day to day on tile question of snitral obligatious and the Liverpool ironclads. The internation l law on the .ubject, as the comnmercial wadld"it presnt under stand it, is, tlhat scqcldhsg t4o all the sta tutes respectively~ b+1thbs United States and England, and thetl'ecisions of their Superior Courts, vscdeli of war maiy he built here for aay ~itatte, whether belli gerent or othlerwise, tlhat chooses to order them, provided they are not bluilt and sent to sea with the intention that ]ri tishl subjects should use tlhem for lhostile lpurposes.
