TIMBER APPRENTICES. Echo of Strike The appeal of the Australian Timberworkers' Union against the judgment of Judge.- Lukin who cancelled certain indentures of apprentices to boys who took part in the Timberworkers' Strike, was heard before the High Court -last week. The appeal was based on section 21 A A of the Commonwealth Conciliation and Arbitration/ Act, 1904-1928, and the Court was askecl to decide (among other issues) : — (1) Whether in the circumstances there was a right or appeal to the Commonwealth Arbitration Court from the decision of the Board of Reference; (2) whether the terms of apprenticeship indenture of Charles Parry, employed by the respondent in conformity with -section 42 , ( i ) in the Webb award on October 3, 1923, implied that the decision of the Board of Reference as to can cellation of the indenture was final and ''binding., on the employer, apprentice, and union; (3) whether the Federal Arbitration Court had jurisdiction to set aside the decision of the Bo...

SYDNEY'S BUILDING ACT We have heard quite a deal of late, conse quent upon certain happenings at the Sydney Town Hall.-in regard to council ? meetings, of the necessity- for amending the Acts under which the Council operates. There is certainly one Act for the amendment of which there is an urgent necessity. It is the Building Act, which has' not been amended since 1879, and is consequently wholly out of date and respon sible for quite a number of large buildings in the City of Sydney, which .call for modern con struction in methods ancl materials is being : held up. ?

APPRENTICES Newcastle Association to Act ' Following upon information received, by the Newcastle Master- Builders from the Wes't. Aus tralian Master Builders' Association, a com mittee has been formed to consider- the whole matter of apprentice's, their/education and their hiring to employers. Information from Western Australia reveals that the Apprenticeship Board was created under the Local Arbitration Act' and consists Of a representative from -the builders and one from the Union. The Chairman is nominated by the Government, and is generally one of the members of the Board of Arbitration. Al though the apprentice is bound to the. Board the real indenture; is with .the employer, the one who takes the full responsibility to employ and to' trach the apprentice his trade. Council has decided to go into the advisability ..of 'erccting ?.?new council chambers. The Patrick Plains Shire Council (Singleton N.S.W.) has accepted the tender of J. P. . UNEMPLOYMENT RELIEF Builders' Attitude A special meeting of the Newcastle ? Branch of the Master Builders'g, Association was held to consider the Government's action in making unemployment relief work available at con siderably reduced rates to those obtaining in the. various'- building trades. , The consensus of. opinion was that, the mea sure was purely palliative and the Government were not tackling the problem of adjusting the financial position as they should. - It was decided that the. Treasurer, Mr. C. G. Davis, should interview the, President of the Parent. Association with a view, to forming a united front in making the builders' opinion known to the Government and suggesting to thenii another course of action. Mr. Davis' interviewed .Mr. H. W. Thomp son, the President of the Parent Body, yester cla}r and Was invited to address the General Meeting which was held last night. A report of the meeting will be found on [page 14 of this issue.

LIBRARY Encyclopedia Added Newcastle Master Builders at their last meet ing received a report from the Library Com mittee wh'erein it was recommended that the Association avail itself oif the offer of the Stan dard Research Bureau to instal ten (10) vol- ' umes of the Standard Encyclopedia for use ill ll& lllilcll,)'. These volumes will contain matter on every conceivable subject and should form a very valuable addition to the Association's new ? library. The librarian further .points out that a weekly research service can be availed of; Any cjues tions, on any. matter ^whatsoever may be asked the Bureau at the rate of- one per weiek and very full and lucid answers*. are assured. The Bureau issues a quarterly supplement to the Encyclopedia and each edition will be bound in similar covers to. the original ten volumes and will be so indexed that the addi tions from time to time will bear a direct reference to the original matter in the volume.
