VIEWS OF TIIK NEW YORK EX* PUhSS ON THE SECESSION AT hAI/HHMlE. Secession from the start was inevitable. The elements were personal rather than of principle, and hence is irreconcilable by principle. Douglas had control of the ma jority of the convention, and the minority from the start determined that the majority should never rule. The President and bis Cabinet, the latter in person, too. Secretary Cobb and Secretary Thompson both, at times, being on the ground, were bent on defeating Douglas, or, on breaking up the convention, and thair $100,000,000 of pat ronage and power were used most unscrupu lously to do it. The Federal officers, nu merous in the convention, wore made to tremble and to thwart action, in all possible ways, while over their heads were hung in threat, the sword of "removal." Hence Douglas' personal friends naturally became indignant and revengeful, determined to bring to bear the whole power of the Doug las majority. That majority, however, was over in the unit...
