The best su^jjesiiori we have seen lately is the proposition to restore the income tax, with certain modifica- tions of the old law. Such a tax would reach the bondholders, and that i& one of the strongest arguments 111 its favor. If, as many think, we cannot, under the law, tax the bonds themselves, the government has a clear right to tax the income from the bonds, . e., the interest. Prop- erty and capital below a certain sum, say $2,000, should be taxed. Bonds, stocks, money loaned on security, and the like, should by all means be made to pay its pioportion of the expenses of the government. Reduce the tar- iff on articles of necessity. The poor man has to provide himself with food and raiment as well as the wealthy, but there is no justice in placing an onerous tax upon sugar, tea, coffee, wool, cotton, etc. Reduce the tax on these articles and increase it on art...
