GENERAL NEWS. The Emperor of Russia has carried out his promise of emancipating the serfs, which came into effect on thc 1st of March. The Schleswig-Holstein question remains unsettled. The proposals of adjustment made by the King of Denmark have been rejected by the Holstein Commission. The Spanish Government has ordered cruisers to proceed to the coast of Africa. A painful impression was produced in Stock Exchange by the announcement of the failure of an old member, Mr. Henry Leware. The defaulter has obtained, from various members, loans to the extent of about £56,000, of which £10,S00 or £11,000 is stated to be wholly unsecured, the money, having been borrowed merely upon his lOU'S.
