Stockton has declared the whole of the coast of Mexico in the PaciGc in a state of blockade. Com modore Stockton has established himself governor in the capital of Upper California. It is reported that the ports ot Lower California are to be taken possession of, and San Bias made a rendezvous for the squadron and their prizes. The Cyane arrived offSan Bias on the 2d of this month, and sent the notification of the blockade to the authorities. She is cruising ofFthe coast occasional! anchors in the bay, and has seized a couple of coasting vessels.
