"Wliilo competing lines may for a time reduce rates to an absolute loes to them selves, experience has s-liown that such a war is but the precursor ot a more grinding combination. The present schedule of fttres will stand a considerable reduction with out infringing upon a good round profit to the railroad, and the increas ed traffic brought about by low rates would more than offset the individual deductions.
