Very expressive of tho language of the day is the familiar couplet " Watchman, tell us of the night. What the signs of promise are! " Wo have here, in a paragraph clipped from the New York Herald, of the 6th instant, a "sign of promise" of a most cheering kind, which we confess wo havo beon looking for with much im patience, ever since tho appearance cf tho last annual message of President Davis. In that document ho threw forth an allusion to certain operations abroad of one of tho departments, that of our Navy, to which we attached, at the time, considerable importance.
