We are urged to submit ortbhpresent, and bide our -mse for an appeal to the polls. But to what are we to appeal? The ballot is no longer free, and the people who came up to the Capitol with half a mil lion majority, indicating their choice, find the defeated can didate elected. What hope is there that in the next four years some miracle will loosen the hand of power and sdlow us, through its own gracious permission, to freely express our will? They who build on such hope know little of hu man nature. That which now holds its own through fraud, dreading violence, will then laugh at populaqr indignation and defy resistance. The fear that now restrains the excu tive hand in South Carolina and Louisiana, and leaves Packard and Chamberlain in doubt as to whether the limp post or the governor's chair is to be their fate, will not then restrain nor influence. We have seen States held by the military plundered by official thieves. We have seen senators and members of the House returned to C...

W[ IT, 80 SOON ? trM.,.pl d4ppes.] The dog is returning to his vomit. It seems his fraudu ]bncy is not a success in play ing the role of a conservative, conciliating the South. In addressing the negro delega tron from South Carolina, on Friday last, Hayes said that he desired to remove the an tagonism existing between the two races, especially political differences resting upon the color-line, so that the colored men and Republicans might not need the protection of the army. He stated that the use of the military force in civil affairs was repugnant to the genius of Aumerican ir.stitu tions, and should be dispeused with, if possible. Ie, howev er, recognized the necessity 1' protection at present, unti, that feeling of respect for the rights of political (pponents should be entertained by the Democrats ofthe South. The President stated, with regard to the, peculiar difficulties in South Carolina, concerning which the delegation express. ed great anxiety, that he pro posed to observe...

° THE MERCHANTS SPEAK. [N. O.Democrat.] Yesterday afternoon, on a very short notice, the members of the Cotton Exchange met to tate ac- t tion upon the. telegram sent to Washington by Packark, in which it was stated that the merchants of (: the city supported the aspirant in his pretensions. Never before in the history of the Cotton Exchange ( has such an attendance been pres ent especially when a subject out side the trade was to be brought before the meeting. The movement seemed to be spontaneous, and the willingness I and alacrity with which the mem bers of the Cotton Guild respond- t ed deserves commendation. At the meeting held yesterday t at the Cotton Exchange there was represented fully three-fourths of our exporting trade, and the amount of money represented was elo-e upon $8,000,000. The meeting was the largest ever held at the Exchange, and after the usual preliminaries the follow-" itng preamble and resolutions were adopted and telegraphed to Wash ington : Whereas, one S...

CjVIL SERVICE BEFORM. [(Watdngton Capital.] It was Mr. Tilden's intent, had he been inaugurated in ? accordance with the vote of s the electoral college and the ( voice of the people, to have begun his civil service reform by stripping the presidency, as far as possible, of the dan gerous patronage that has grown up about that office. The fathers, seeking to a build as strong a government as they could out of the dis- t cordant elements of the old confederation, clothed the t President with powers not en joyed by any constituted mon  arch in Europe. They believ ed that a return of these pow- 1 ers to the people every four 5 years would be a safeguard against usurpation. They t could not know that parties i would be so organized that danger came from such organ- 1 ization, and that instead of , their being returned to the people, these powers would be held continuously by a party, I and a despotism built up in office more oppressive and ins tolerable than that of Great Britain, again...
