Dear Express:—Here It la the middle of the month and so long past New Year's, it seems like tak ing up a stale subject to write of that day. Yet, perhaps a few ■words relative to ita observance here may be read without weari ness. The ladies of Sacramento deserve tbe highest encomiums for their judgment in almost univer sally excluding alcoholic drinks from their tables. The result must have been satisfactory to them, for though paying calls received the amount of attention usually ac corded the old time-honored Dutch custom, tne gentlemen, at the close ot the day, bore no traces either of mixed liquors or of too much of any one kind. General MeClellan is contribut ing a series of valuable papers to the North American Review, close ly following the events of the war between the Buss and tbe Turk. He indulges in running criticisms as he goes along, and in concluding his last paper, having just learned of the fall of Plevna, he disappoints as in his estimate both of the value of that stronghold as a Turkish de fense and of the military qualities of its commander, Osman Pasha, who was so greatly admired after the surrender by the Russian military chiefs. Tbe United States sloop or war Tuscarora went iuto commission yesterday at Mare Island for special duty connected with tbe survey of tbe Pacific Coast between here and Panama. Tbe coast line between bere and Panama la very imper fectly aurveyed, and both tbe charts and Balling directions are full of errors. The most Important of these errors is in tbe coast line of Guatemala and Salvador, tha western coast being on the exist ing charts too far to the eastward and the southern coasts too far to the northward. From actual ob servations now pretty well con firmed, tbo errors range from twelve to twenty miles, and are continuous for several hundred miles. Few, if any, of the reefs, rooks or outlying dangers are cor rectly located, and but little of the currents or the true set of the tides Is known. They Willi be joined at Los Angeles by Mr. Waterman, of St. Joseph, Missouri, a gentleman of influence aud means, who is about to make an examination of the Santa Rita mountains for mining purposes, and also the valleys adjacent with tbe view of locating a small agri cultural colony.
