Congressional Proceedings. Sr. Louis, Dec. 16—3 P. M. SENATE.—The Senate, in executive sesssion, on Wednesday, confirmed John Hart, as Superintendent of Public Printing, and Amasa S. Parker, as Attorney for the Southern district of New York. On Thursday the Vice President announced the following committee on Mason's committe of inquiry resolution as to the Harper's Ferry invasion: Mason, Davis, Collamer, Fitch and Doolittle. Pugh submitted a resolution of inquiry into the expediency of repealing so much of the Territorial laws of New Mexico and Utah, as require Territorial laws to be submitted to Congress for aprpoval. Mallory gave notice of a bill to regulate and increase the pay of the Navy. On the first ballot the Rev. Mr. Gurley was elected Chaplain, by a vote of 35 to 15. SUPERVISORS REPORT.—In another column will he found a long and full report of the Supervisors, showing a complete settlement with the ex-Treasurer. The facts, as set forth in figures, may be relied upon as hcinar as near correct as it can be made.— Knowing but little about matters so far back, we do not feel competent to comment upon them —suffice it to say that the fact of there having been no positive settlements made previously, shows plainly that county affairs have been conducted in a very loose manner heretofore. Mr. Russell consents to the settlement and has made preparations for paying the county's portion as speedily as possible. — The State's portion, as shown in the published table, Mr. li. avers that he has receipts for the greater portion.
