THIE RICLAND BEACON. WILEY P. MANGHAM, - - Editor. TH0. J. MANGHAM, - - - Publisher. OFFICIAL JOURNAL OF RICHLAND. RAYVILLE ....LOUISIANA, Saturday, July 31, 1875. The BRoad Law Sustained. It was generally understood in our parish that the case of the State vs. W. T. Ivy, for failure to work the road, which was tried in the Parish Court week before last, was a test case, which was to decide whether or not the Police Jury had a right to make it a penal offence for a person to refuse to work the road. His honor, R. I'. Williams, i'arish Judge, had the case undier advisement for several days, and we presume gave it and the law a thorough and ex haustive investigation; aud the result was a decision sustaining the road law and the conviction of the accused. But for the forethought of the accused, in paying the fine of the Alto J.ustice Court before the case was brought before the Parish Court, he would have been sent to jail under the de cision of the lutter; but the produc tion of a rec...
