Mr. Wells was a native of Con­ necticut, and remained a resident of the state from his birth, (July 1, 1802,) to his death. He edited a Democratic paper in Hartford from 1S26 to 1S37 was post master of that city from 18 6 tc 1841 held a seat in the state legislature for eight years was head of a bureau in the navy department during a part of Polk's administration was one of the fathers of the Republican party helped nominate Lincoln for president in i860: and was secretary of the navy during the entire administrations of Lincoln and Johnson Entering the department at a most criti­ cal period, he succeeded in creating a great navy, which performed some very brilliant service, besides an immense amount of hard work in blockading the whole coast of the confederate states. "The^Hocse committee ma tsrritonas having reported adversely o* the Pem­ bina bill, Senator Saunderr, of Nebraska, in the senate has introduced a bill creat­ ing the territory of Lincoln from thl western half of Dakota, dropping the position to take*one degree from the ter­ ritories of Wyoming and lfonana. Tina divides Dakota on the hundreth meridaa instead of the forty-sixth parallel, as been heretofore proposed, and gives the new territory about seventy-«x thousand *quare miles. It carries with it about live hundred miles of the Missouri riw valley, and millions of acres of agricultu­ ral lands. The proposed territory has a population of twenty-fire thousaad, it is said, contains more voters thaa anj other territory contained people at the timeot its organization." The House sub-committee having in charge the revision of the law governing the electoral count has agreed to the fol lewmg: "In case of a contest as to who are the true electors of any state, or in case of an alleged ineligible elector of the highest judicial tribunal of such state in accordance of the laws thereof, and the decision thereof shall be'duly certified by such tribunal and shall be by it trans­ mitted sealed to the seat ot government of the United States, directed to the pres­ ident of the senate. The president of the senate shall in the presence of both houses of congress, assembled for that purpose in the hall of the house of rep­ resentative?, open all certificates. gjjeftsimari Bismarck/ D. T., Feb/25, 1878. The conclave made short work of the election of a new pope. On the third bal­ lot, Cardinal Pecci was chosen, and was proclaimed as Leo XIII. He seems to have secured the suffrages of the moder­ ates and some of the liberals in the sa_ cred college but ecclesiastics in Chicago^ Avho were well acquainted with the opin­ ions of the new pope a few months ago, are confident that he will adhere very closely to the attitude so long maintained by his predecessor. It seems, neverthe­ less, almost inevitable that there will be some amelioration of the hostile feeling between the Vatican and the Quirinal The overthrow of the temporal power is an accomplished fact, and as it is not in any sense a personal grievance to the new pontiff, he would be unable to retain the active sympathy of the Catholic world in the character of a martyr, to the extent it was enjoyed by its predecessor.
