Two Days Later. St. Louis, March 1. .... Besides the preparations for a daily Overland mail by tbeCentral route, which passed both Houses, in the Post Koute bill, the Senate yesterday adopted an amendment to the I'ostoffice Appropriation bill, appropriating $1,000,000 to the Overland Mail and the l'ony Express; and changing the Butterfield mail to the Central route. The House has not yet adopted this. The House, on the 22d February, adopted the report of the Committee on Thirty three, by a vote of 36 against 73, but failed to pass the amendment to the Constitution which was proposed, by a vote of 131 to 71, which was less than the necessary twotbirdi. Yesterday, the vote was reconsidered, arid the amendment was adopted by a vote of 130 to 65. ....On the 27th February, the Peace Congress adopted Guthrie's proposition, modified; and adjourned. St. Louis, March 2. ....The House Committee on Waj\s and Means ye - terday rejected the Senate amendment to the Postoflice bill, transferring the Butterfield mail to the Central route; yet the joint rules in the House were suspended, and the amenment was made the special order for to-day, when the House adjourned. ....Befere the adjournment, there vas reported by the Committee of Thirty-three an amendatory - Fugitive Slave law, which requires State Courts to return fugitives to the Marshal, who shall deliver them to the U# S. Courts in the States from which they es caped, where they shall have a jury trial. This amendments law passed by a vote of 92 to 82. Special Noticc.—The Medical and Surgical Institute of Dr. L. J.
