The deplorable catastrophe which has befallen the thriving and populous city of Sacramento, now completely submerged by the waters of the river of that name, can but excite our liveliest sympathies, and we hasten to place the fullest particulars before the public in the shape of an Extra. We have been kindly furnished by a friend with a most graphic account of the flood, containing tho most interesting particulars. Wo were not aware until within a few days — sineo the publication of a recent article the tnalll — of the nature of the contract for the trimsit of tho mails across the Isthmua from Chagrps to Panama. We are indebted to a friend who is •well informed upon tho matter, for nn elucidation. It nppear* that for this special service tho contracting parties aro Uncle Sam and tho Government of \in\:i Grenada. A contract was entered into with the last mentioned power to transport "the bag or package" of Bailable mattor at In- rato of $30, for cvory hundred pounds weight, and all over that freight at a materially reduced [rate for every hundred pounds. At the tint the contract was made it was sup|>oflcd that one packago would contain the Dutiable matter, and the rates of transportation wore such that the amount lamed was amply sufficient.
