GENERAL SUMMARY. London, 2Gth September. The Australian (July) mail was deli vered in London via Marseilles on the 14th and via Southampton 0:1 the 21st Septem ber. The Queen is residing at Balmoral, liv ing in strict privacy, and enjoys excellent health. Lord Palmerston's ill health causes much concern to the station. The Governor-General of Canada was to sail for Europe on the 10 th September. Mr. Mouens, captured by brigands, has been ransomed. Admiral Cochrane has been appointed Admiral of the Fleet. The heat during the past month has been quite tropical. The Bishop of Victoria resigns his see, his successor, the Rev. Dr. Oakley, died «n the 15th instant. ARRIVAL OF THE WONGA WONGA AT ADELAIDE, WITH THE ENGLISH MAIL PER ELLORA, The unusual detention of the mail1 this month has arisen in consequence of the de lays of the arrival of the P. and 0. Com pany's steamers—firstly, the Mooltau,from Suez to dalle, arrived at the latter place four days after her time; secondly, the steamer El lora, although meeting with only jnoderate trade winds during the passage from Galle, ran short of coal, and was com pelled to put into Fremantle to obtain a fresh supply ; and most fortunately the P. and O. Company, a very short time ago, sent 300 tons there. The Ellora was thus enabled to proceed with her mails and pas sengers. She arrived at Fremantle at 3 p.m., on the 10th instant, and left at 5.30 p.m. on the 11th. The Ellora was to leave the Sound at 11 p.m. on the 13th instant.

AMERICA. Reports published about a difference iu the Washington Cabinet on the reconstruc tion question is officially denied. President Johnston intends pursuing the programme of restoration already commenced, promis ing early rest oration of the Habeas Corpus Act, and withdrawal of troops from the South. Bitter feuds exist between whites and blacks. The latter are brutally treated, and hunted down like dogs and murdered at the rate of huadred a day. Numerous outrages on white females, and murders by North Carolina negroes, are reported. Ex-President Davis's health is restored. The popular excitement against him has abated, and numerous petitions on Ms be half from ladies have been presented. His trial wil shortly commence in the civil court. General Butler, with the Attorney General, talte a prominent position in this | public prosecution.
