ZIqnnlrdqa a &ý caim #tardm PUUILIMIIRD EVERY HATUIIitDAY "* IEXOEMIOu5.*" SATURDAY, 8Tt DECEMBER. TIhE latest decis on of the Elections and Qualifications Committee of the Legis lative Assembly is calculated to cause serious ularm, to. those who have any regard for the maintenance of the free dom of election, or the preservation of the rights of the constituencies to send whoam they. please to represent them in Parliament. So long as the decisions of the above body were only eccestric and consistent, they chiefly concerned members of Parliament and petitioners thpmselves, and whilst5 they contented themselves with merely unseating mem bers, it was always. in the power of the constitupncies to right the wrong done by re-electing, if they chose, their dis possessed mem.bers;. but when, finding their acts thus thwarted, they proceed to fill up the seat made vacant by themselves, a blow is struck at the integrity of our representative institu tions which calls for the strongest...

MIVELBOURNE LETTER. -4--e (ýPl.oM OUR OWN coJtRpsPONDENT), The crisis which I spoke. of last week as. being so imminent, has been, staved off for a. few days, and at the present time. of writing it is uncertain whether we shall have a deadlock or not. During the last few days the political ba:omoter. $ps been. rising, owing to the expressed intention of the GovernmnonF to embody payment of mpmbers in a, separate bill. before send ing it to the Council in the Appropri ation Bill ;:and raomprs of reconoiliation and, compromise on this matter,.a well as respecting the 'orts and Arma ments, the Exhibition, and Railway Con struction BilU, have sine been rife. I. much fear, however, that the wish is but the father to the. thought, as. the points of difference between the two Houses are too serious and numerous to. admit of any speedy, settlement. But it would be useless to. specu)ate further at present, as at any moment something may, happen either to pro, cipitato the crisis or avert it....

MELBOURNE LETTER. [Newspaper Article] — Alexandra and Yea Standard, Gobur, Thornton and Acheron Express — 15 December 1877

MIELBOURNE LET ER. (FROMc OUR OWN CORRESPONDENT). In my last letter I expressed an opinion that a collision between the two Houses of Legislature was inevitable, I and this has been verified through the rejection by the Council of the Pay ment of Members Bill by the decisive t majority of 18 votes to 8. This bold move was replied to immediately by the Appropriation Bill, containing pro vision for payment, being passed through all its stages in the Assembly, and sent to the Upper House the fol lowing night, when it was read a first time, and the second reading put down for Wednesday. 'The countity now awaits the next stage in the conflict with equal curiosity and anxiety ; but it is probabIle that both parties will rest on th-ir laurels until alter the holid ays, but instead of a prorogation there will libe simply an adjournment of the As.em bly, which will take place immediately, and on re-assembling the Government is expected to announce the course it intends to pursue in connectio...

The bench ordered the cnncellation of the indentures, the boy to be returned to the training ship or industrial school.
