The House committee on appropria­ tions propose to report a bill which will be similar in many particulars to the one introduced by the committee two years ago. It will abolish-the -diplomatic rep­ resentative at Belgium,Netherlands, Den­ mark, Greece and Switzerland. The sal­ aries of the ministers to Great Br. tain, France, Germany and Russia wiJ! be re­ duced from seventeen thousand dollars to fifteen thousand dollars The missions to Spain, Austaia, Jtaly, Brazil, Mexico, Japan, and China will be cut down from twelve thousand dollars to ten thousand dollars and the missions to Chil, and Peru from ten thousand dollars to eight thousand dollars. In the first place he re­ duces its force from 25,000 to 20,000 men, a step apparently economical, but in re­ ality extravagant, on account offthe in­ creased expenditure for transportation in­ volved in moving a weak force over our territory next it breaks down the skelton ot organization which it has al­ ways been deemed expedient to maintain, *0 that the army can be speedily enlisted nn to larger dimensions in case of neces­ sity finally, it provides for the dismissal of about one quarter of the officers now on the rolls. There is a settled determination to make thorough war upon that partv whenever and wherever found in our dominion. Permission has been asked of the Indian bureau by the military authorities to en­ list the crows against the hostile Sioux.
