Nos that the election is over, and there is no longer need of persuading tbe country that tbe Philippine war i? practically over, it bsj been decid? ed not to ?eturn the volunteers to the I'nited State?, but to keep them in the island? for several months to come. A cablegram countermanding all orders for their return was eent by the War Department to General McArthur at the close of business on election day. This is the most sig? nificant action lately taken by the Administration in relation to the forthcoming military campaign in the archipelago.
