OFFICIAL. NOTICE. HAVING been informed from various sources, of the great suffering and needy condition of many of those deluded and thoughtless persons, who in violation of their plighted faith to their country, have deserted frem the Pacific squadron, since the 9th day of October of this year : and who are now paying the penalty of their transgression, under the combined suffering of disease, famine and exposure to an inclement winter; and that many of said deserters, truly repenting their rash and ill-judged act of desertion, would return to their allegience and their ships, but for the fear of the penalty which the laws might impose, I do hereby say to all such persons, who a chargable with no other offence against the laws of the Navy than that of desertion -— great as is the enormity — return immediately, to your duty, and you will have no cause to regret your confidence in my clemency and forbearance. Provisional Government. Proceedings of a Public Meeting convened at Monterey, California, on the afternoon of the 13th day of March, 1849, in pursuance of a notice published by the Alcalde, David Spence, Esq., Ch'n. Thos. O Larkin, Esq., stated the object of the meeting to be the nomination of Delegates for the district of Monterey, to represent said district in the Territorial Convention to be held at the Pueblo de San Jose in the month of May next, or such other time this year, as shall be named by a majority of the Delegates of said Territorial Convention. The following resolutions were then offered by the meeting, and adopted. First — That the citizens of this district (Monterey) be requested to assemble at the Court House, on the morning of Tuesday, the 20th inst,, between the hours of 9 and 3 o'clock, for the purpose of electing seven Delegates from this district, for the Territorial Convention at the Pueblo de San Jose. THE GOLD EXCITEMENT. ALTA CALIFORNIA. SAN FRANCISCO, T'US'DAY, APR. 24, 1849. Last summer when our town was deserted by all its male inhabitants — when more than one-half of its houses were tenantless — when the ordinary avocations and amusements of the community were apparently at an end — and when nothing but the engrossing pursuit of gold was followed, we thought that such a scene of excitement would never be looked upon by other eyes. Yet, if we can believe the newspaper accounts, the spirit which has been awakened in the United States by the intelligence of the great mineral wealth of this country, is even more frightful and epidemic in its effects than it was in California. We were prepared for a large emigration, but we were not prepared for such a sweeping wave of desire as seems to have rolled over the length and breadth of the Union — we had calculated upon an excitement, but we thought that the Mexican war and the presidential election would have exhausted for a time the ...
