MONDAY MORNING, JANUARY 14, 1850 The Mails on the lsthmus. We were not aware until within a few days — since the publication of a recent article upon the mails — of the nature of the contract for the transit of the mails across the Isthmus from Chagres to Panama. We are indebted to a friend who is well informed upon the matter, for an elucidation. It appears that for this special service the contracting parties are Uncle Sam and the Government of Nueva Grenada. A contract was entered into with the last mentioned power to transport "the bag or package' of mailable matter at the rate of $30, for every hundred pounds weight, and all over that weight at a materially reduced rate for every hundred pounds. At the time the contract was made it was supposed that one package would contain the mailable matter, and the rates of transportation were such that the amount named was amply sufficient. 'lh« Pilot Law. Our last accounts of the doings of the Legislature, stated that an act entitled, An act in relation to the appointment of pilots for the different ports of California," had passed the Assembly. We are uninformed as to the provisions of the act, or the mode and manner of appointment. It is highly necessary that some pilot law should bo passed, that pilots should be created, and that proper rules for their government should be adopted. We should havo none but competent men, and they should be well paid for their services ; but, at tho same, time, tho interests of the maratime community should be consulted, and the tax upon them be made aa light as practicable. Above all, there should be no monopoly permitted, no association suffered to exist to screw usurious fees for piloting a vessel into a safe harbor. The fttnte Minn. On the 6th instant an act was passed at the capital of San Jose, and received the approval of the Governor, "authorising a loan of money, to pay immediate demAnds upon the treasury, until a permanent fund can bo raised for the purpose." The. sum to be raised is not to exceed two hundred thousand dollars, and for a time not loss than six nor more than twelve years, the whole sum payable at the pleasure of tho State, at any time after the expiration of six years. The act provides for the reception of proposals, addressed to the Treasurer, to furnish the whole amount, or any part thereof, and upon what terms. Tho proposals arc to be opened upon tho 25th instant, by the Treasurer and the Chairman of the Finance Committee of the Senate, and of tho Chairman of Committee on Ways and Means of the Assembly, who shall select the most favorable, and place them before the Legislature for approval.
