INTERESTING PARS. One of the greatest of Empire makers is Sir Andrew Clarke, now Agent-General for Victoria and Tas mania, who first entitled the late Queen ' Empress of India.' This he did in a proclamation dated November 2, 1074, which he issued, as Governor of the Straits Settle ments, ' to the Malay Rajahs, Elders, and People to make known to them the good wishes of the Great Queen of England.' He was uncertain how to convey to the Malay what and who Queen Victoria really was, and the relation which she boro to them. Rani of Raisn was tod feeble a term. A certain Major Macnair suggested, ' Suppose you call her Majesty 'Empress of India?1' ' Capital !' replied Sir Andrew Clarke.
