The candidates before the public are, Mr. O'LEARY, Mr. ORR , and Mr. H. N. SIMPSON   of these Mr Orr formerly represented the district, and the others are new men. Dr Rowe- for some little time was a candidate, but he has retired. It would seem, then, that looking at the questions at issue--viz., Francis or Duffy, compulsory education and religious freedom, the fight will virtually be between Mr O'Leary ,and Mr. Orr     Without wishing in any way to underrate   Mr. H. 70 THE EDITOR OF TEEB NOB71Z EASTERN ENSIGN. Sir,-I presume the liberty of asking the insertion of this letter in the columns of your much.improved local paper. It looks very like indeed as if.the majority of tie present members of the Shire Council here seem to think that the ratepayers of the Winton division, also the commercial travellers from Melbourne to the very borders of Victoria, are quite beneath their notice,. from the disgraceful manner they have allowed the main road between Ilenalla and Winton to come to. Even pedestrians cannot pass unless knee and hip deep in mud and water. As for bringing loading according to horse power it is out of the question, nor even at night is it safe on horseback in parts, I mentioned 'the mattle to one of the iembers, and his reply was that the Council had no funds to lay out on this road.
