EVENING BULLETIN • THURSDAY. FEBRUARY 4, 1864. REFORMS IN JURY TRIALS. The Convention to form a Constitution for the new State of Nevada has incorporated in the instrument a provision that might be imitated with profit by older States. It is " provided that the affirmative Totes of nine out of twelve jurors shall be sufficient in rendering a verdict. This is .common sense, and a great improvement upon the system which requires unanimity in juries.
