We observe in the published report of the Legislative proceedings, that a bill appropriating one million of dollars towards the Centennial pro ject has passed the Senate by a vote of 4 to 1. We have not yet Been the argument adduced in favor of this bill, but we fail to comprehend how, under the new Constitution, cn appropriation of this kind can me made.
