The occasion of this premature action on the part of Minister Douglass was owirg to a non-courteous action on the part of the Secy, of the Na vy ID appointing Admiral Gherardiasa special commissioner to adjust some matters of naval importance with Minis ter Firman, of President Hippolyte's cabinet. From newspaper reports it seems that President Hippolyte promis ed the United States the Mole of St Nic olas as a coaling station.
