THE FELICIANA SENTINEL. OUR INTEREST BURDEN. The antc-bellu;;: debts of Louisi ana as a State, and New Orleans as a city, were assumed when ne groes had a taxable value which figured largely in our real or im aginaty weal.h as a political com mnunity. And what is true of our public debts it equal!y true of pri vate ones. Plantations, well stock ed with involuntary laborers, found no dtflicalty in securing handsome mnortgare loans, and in paying high rates of iu:erest. For instance, a ihd'ntation so circumstanced, and va!ued, with its chattels. at $300, 000, was scarcely conside ed en cumbered a hen the mortgazre claim against it did not excteed $50.000. But the case was entirely dmnerent after emanc pation had freed the ne groes, and the ravages of war and s:,secqent shrinkages had reduced the value of' the land and improve mnemts to thirty or forty thousand dollars. We will suppose that th t $50 000 in qtestion had been bor rowed Irom c:ty factors or banks, in who!e or in part, fo...

THE FELIGIANA 8ENTINEL. THE ARMY BITL. The army bil, which has just passed the House and is now before the Senate, is remarkable for its breviety and conciseness, and is, in all respects,) a vast improvement on any previous bills that have been passed for many years. The at tention of the country has been centred on the section which for bids the presence of the army at the polls, to the exclusion of any consiferatton of the other provis ions of the bill, and for this reason we take advantage of the discussion of the measure in the Senate to t give .a general outline of its feat- i; ure. a The bill contains but nine sec- a tions in all, but as the general ap* b propriation bills, which are about S the largest passed by Congress,, b usually contain scarcely more than 1l three, this may not be regarded as tl sufficient indication of the remar- h, kable breviety of this bill. The first section covers all appropria- p] tions, amounting in all to about $26,800,000. and embraces, sub stan...
