-JUNE 1. WEDNESDAY.: XcGBEGOB, Editor. A LA.RQX class of thinking men of the present day are believers in what is known jm the development theory, a bey main tain that, instead of a miraculous and udden creation by the Almighty, there has been a gradual change in the condi tion of the earth, and that in consequence the vegetable world has been affected thereby and the animal world alao that both the vegetable and animal world is the result of natural laws working by gradual development through long periods of time. Sumner, Grant 4 Co. seem to believe in this theory and that the crowning piece of creation is the Neero just "a little lower than the angels." Hence the an ziety of these "loyal" geatlemen to nig geriie, that is elevate their own race, Hence, too, their XV Amendment and enforcement laws.
