By these resolutions, the free coltored mnen of the city, offer their services to the *Municipal authorities, in case of ail in vasion by the enemy; and, if thly are allowed to form themselves in mii-tarv compaes, they take the engagemenat to take arms at a moment's notice for the defense of their nat;ve soil, and ight, "shoulder by shoulder," with the citizens as their fathers did in 1s14. There is nothing specially important in the New Orleans morning or even ing papers of yesterday. There were great rejoicings at Mont gomery, Mobile and elsewhere, in con sequence of the secession of Virginia. At Norfolk the people had obstructed the harbor to prevent the war vessels from being taken out, when Capt. Pen dergrast put his vessels broadside to Norfolk and Portsmouth, and threaten ed to level these cities if the obstruc tions were not removed. They were removed. The Washington Government has been advised that Harper's Ferry was in the hands of the Virginians. A despatch from Cincinnati, of the 19th, says there is no truth in the re port that steamboats with provisions, coming south, have been seized.
