To the Senate and Souse of Representatives: Section 26 of article II of the constitution of Kansas, requires the legislature to "provide for taking an enumeration of the inhabitants of the state at least once in ten years," and specifies that "the first enumeration shall be taken in 18G5." Section 2 of article X of the constitution declares that "it shall be the duty of the first legistature to make an ap portionment, based upon the census ordered by the last legislative assembly of the terri tory;" and "that a new apportionment shall . be made in 1BG0, and every five years there after, based on the census of the preceding year.'
