Democrat, Nr.v th.] Blaine's complaint, the other day, that the representation accorded the five million negro population of the South annulled the voice of New York, the most populous and wealthiest State of t!he Union, in the national councils, had a rare suggestion of prophecy in it. The Republican leaders are already be ginning to rebel against the acces sion to the political strength of the South, resulting from the fran chise conferred upon the negro population by theweldves and in opposition to tb ltatter protest of the South.
