Cowing and Qillis , Editors State Journal; Dear Sir:— The proposed Convention of 'ioyal Virginians, and refugees from the State, to be held on the 22d Inst., has been postponed to Wednesday the 10th of May. We are constrained to do so in obedience to the request of an immense number of refugees, scattered throughout the loyal States, who have written us upon the subject. We are induced to believe, from data in our possession, that the number of refugees from this State exceeds forty thousand. The Ohio State Journal notices the presentation by Mr. Webster, of Maryland, of a petition for compensation for the destruction and carrying off of a largeamountof property of loyal citizens of Loudoun County, Va., by order of Gen. Sheridan on the3#th of November and 18th of December last. It says the soldiers were sent there with orders to “destroy and consume all forage and subsistence; burn all barns and mills, and their contents, and drive off all stock," in the region lying between the Shenandoah river and the range of the Bull Rnn and Catoctin Mountains. — This district is the rich Valley of Loudoun, cultivated in great part by free labor, where the people before the war were nearly all thorough Unionists, and where even now there are hundreds of Union families. Despair of the Rebels The insurgents begin at length to see that their attempts to subvert the Government are idle and vain. A realizing sense of this, to them, disastrous fact, made them anxious to see what could be done in the way of negotiation. They never hoped or expected that their absurd propositions would be listened to tor an instant, but they did calculate, and not without reason as appears, that the negotiation and its results, skillfully manipulated by adroit and unscrupulous leaders, would serve as a basis ou which to “fire the Southern heart” anew. It wanted firing up badly. Its enthusiasm was evaporating fast. Already most of it has been claimed either by foreign owners or persons who professed to be Union men. The question of ownership will not be determined till after the sale. Confederate Generals have given .orders that, in future, all cotton in danger of coming into our possession must be burned.— .Mobile, where a large quantity has been stored, it repotted to be likely to fall into our possession ere long. In view of such a contingency, llaury, the rebel General in command there, oai'isaued orders, for the removal or destruction of all cotton. Burned up, the cotton would be of no use to us or any body else. Brought ihto market, it might help to liquidate some of the national indebtedness. The question of how much of the staple we may be able to obtain and bring from the South this year, becomes one of great interest, not only in this count...

Portsmouth and Fortress Monroe Governor Peirpoint yesterday arrived home When he left here it was his intention to sec the new commander of the Array of the James, General Ord, and, if possible, to get his consent for the re-establishment of the civil government which had been suppressed by General Butler. He met this gallant General, and found him ready, willing, and even anxious to re-establish civil law in that portion of our State where it had been, suppressed. There was no difficulty in at once determining upon a plan of action between these two distinguished gentlemen. — General Ord is a military man in every sense of the word, and while he is anxious, no doubt, as every military man should be, to distinguish himself in the field, he is also extremely desirous that this rebellion should be...
