SYDNEY'S CIVIC DESTINY The Policy for Lord Mayor Richards 'Building's' journalism is of the practical order. It is not only talk, more talk, and still talk, but when an objective calls for it we take off our coat, and beat our pen into a battle-axe'. We consider that is the journalism that draws its ideals from twentieth-century civilization. When we called for reform in the matter of the Federal capital, our Editor undertook six tours of inspection over the site to charge his articles with facts, and finally drew up and had signed a mon ster petition, which in due course was presented to the Federal Liberal Government. GO-AHEAD GROTHS. The Fire Fiend has scarcely played the game with H. H. Groth & Co. Two fires within eighteen months is 'over the odds.' Yet Groth's business, like the Phoenix, has risen out -of' the flames. ' Groth's have a- business connection that cannot be burned out. The recent fire has still found them cheery and businesslike. On the same morning that the daily press told ofvthe 'building 'being gutted' — as it always does — we received a cheque to time for advertising. When a firm can write cheques after the first shock of a 'fire, it sets ah example for optimism that would be difficult to eclipse. Such a firm would never talk 'slump' without cause. H. Quane & Co. have removed their office to first floor of the Equitable Building.

Those suburban aldermen content to mildly oppose Greater Sydney from ' within the council chambers liave now in- the Commission's -report an opportunity of sampling the fruits of their passivity. The one consolation left for them is that the recommendations could have been less satisfactory, in the circumstances. Restricted as it was -by a Ministerial injunction favouring, unifica tion, the Commission has come very creditably out of the ordeal. For it must have been an ordeal to them to stultify their breadth of vision on such an important subject. But authoritative dictum must needs be satisfied, especially if the inspiring ser* vice is a Labor caucus, and the whole inquiry a political .conspiracy. The amount. of rates levied was £20,155/8/8, and the arrears brought for ward from last year, viz., £224/0/1, made a total receivable from rate of £20,3T9/8/(.).;.Of this amount £20,14(5/3/1 has actually been collected, and the council has written off £4S/S/-, thus leaving £184/; '\1/S outstanding as arrears of rates. This estab lishes a record in connection with the municipality. The expenditure is, approximately, £23,350, of which £4235 has been expended in road mainten ance. The lighting of the municipality, which is claimed to be equal to anything in Australia, has cost £2?SI.
