However much we may theorize upon the subject, the fact tili remains that a prejudice exist which has never been overcome, and we do not think that argument or appeals ever will. Such was the case with Monday' paper. Ia it the editor, apon the question of exemptions, with a grand flourish of trumpets, announces that he has "finished and laid away" the Sentinel. In his own estimation, he does that same thing about once a week, but we "still live." Until our article of last Saturday, both he and the Governor were in blissful ignorance of the fact that there w"s a clause in the Act of 1792, the only act defining exemptions, relating to the point in controversy between us, ix : " All persons who now are, or may hereafter be. exempted by the laics of the respective States. shall be and hereby are exempted from militia duty, notwithstanding their being above the age of eighteen or under the age of forty-five." Governor Morton sent six new regiments into Kentucky, to aid in repelling the threatened invasion of that State. So urgent were the necttwitie of the case, the Governor concluded to send them off without appointing the commanders of the regiments, and at his suggestion six prominent and experienced officers tendered their service-, to act in the capacity of Colonels, until Hi Excellency had opportunity to select their commandants. Those regiments were composed of raw troops, without discipline or drill, or field oflicers who understood the duties of thiir positions. Two of those regiments, the 66th and 71st were engaged in the disastrous battl; at Richmond, Kentucky, but we &ee no evi di nce that the volunteer Colonels were in command.
