THAT BOMBSHELL IS IT A DUMMY ? THE BUILDERS LABORERS' AWARD AND ITS WORKMEN'S COMPENSATION CLAUSE. The Federal Builders' Laborers' award, delivered by Judge Higgins, is one of the most serious propositions Australian master builders have been up against. Apart from the decrease in hours and the increase in pay, there is an interesting compensation clause which will cause even greater surprise and con sternation. The Judge has directed compensation to be paid under the Commonwealth Workmen's Act, which has more favorable provisions from the workmen's standpoint than the various State Acts, giving com pensation up to £500 and on a higher scale up to £2 per week while the workman is disabled. Master builders may be surprised to know that this adoption ol the l-ederal measure makes prac tically useless the insurance policies under which they complacently rest at present. Public Works Department manifestly keep a vigilant eye on the doings of municipal councils, was signified by their action in respect to the electric lighting loan of Grafton Council. Although not notified by . the Council of its intention to borrow £9000 for the purpose, the Department noticed by unofficial press reports that the scheme was developing, and took upon itself the duty of giving unsolicited advice on the subject, with the view of facilitating the hand ling of the proposal. It drew attention to the fact that the loan area was not specified, but it is explained that the elec tric scheme embraces the entire Municipality. I he next alleged defect in the proposal is that a suffi cient sum is not apportioned annually to meet in terest and instalments to pay off the capital in the 20 years specified as the term of repayment. GROWTH OF SYDNEY. Giving evidence before the Royal Com mission on Greater Sydney, Mr. C. H. Caswcll, representing the N.S.W. Sur veyors' Institute, estimated the. probable growth of Sydney and suburbs in the next 50 years. The growth of population for the previous 50 years had been at the rate . of 4 per cent: per annum, and estimating that the subsequent annual increase would be at the rate of 3 per cent, per annum, he computed that the metropoli tan area would have a' population of 921,192 in 1921, 1,237,422 in 1931, 1,670,520 in 3 041, and 2,241,110 in 1951. Bricklayers' Union attributes the high cost of Daceyville brickwork to the number of immigrant bricklayers who worked there. The immigrants hit back by blaming the class of bricks and lime provided from the State Brick 1 WO1KS 'We had about a ton on the job.' one states, 'and I had to go on strike and tell the boss I could not make the job pay at 2ts Od. per 1000 if he got any more of that lime. So we got lime from a private linn, and it works much easier and takes much more sand in it. We are happy now we have got rid of the State lime and bricks. NATIVE ENGINEERING SKILL. Replacing a Propeller. An instance of native ability, not to mention daring originality, was associated with the replace ment of the dredge Jupiter's propeller, at Illuka (N.S.W.) recently. In the ordinary course the work would have been Undertaken in dock at New castle, but Captain Smith decided to save time. A propeller was secured from Newcastle, and all the crew got on the job. The first work' necessary was to lighten the ship nft, 'to enable the engineers to get at the broken propeller. For this purpose the heavy stern :mr.linrs and cables were' shifted for'ard. the water tanks filled, and the for'ard hoppers loaded with sand. This had the effect of raising the stern con siderably, though the shaft was still IS inches under water. As it was not possible with the means at hand to raise the stern higher, the work of- remov- ing the broken 'propeller was proceeded with, after the dredge had been run ashore on the sand spit, opposite the Yainba Viaduct.
