FRIDAY, SEPTEMBER 15, 1882. One of the most important projects of the future will be considered this I evening in the. Legislative Council in Committee of the whole House. Close ly allied to the success of' the 'Eastei'n [Railway, it is . the stepping stone to the most desirable public work of magnitude the colony could wish to see carried out — the construction of Harbor Works at Fremantle. The Select Committee appointed by the House, of which Lord Grifford is the Chairman, have sent, in their Report, and after taking the evidence of trust worthy experts, they have come to a conclusion which will, we feel certaiu, be endorsed by the whole House. The gentlemen who have been ex amined ai'e unanimous in their opinion that the extension of the present jetty at Fremantle would be of no material use to traffic, as it would not give more depth of water to vessels. Deserters from the rebel army who have joined the British, report that great dis content exists amongst Arabi Bey's troops at Mandara and Fooah, the chief camp on the eastern and western sides of the Delta and at Aboukir ; the main army at Tetel kair is also represented as being in a very discontented state. A man named Hines for an agrarian murder has been executed at Limerick. In addition to the usual military force, seven hundred extra constables were engaged to assist in keeping order, but the city re mained quiet.

SATURDAyTsEPTEMBER 16, 1882. Dissatisfaction has long been ex pressed with, the manner in -which the Steam Service has been carried out since the present contract commenced. Mr. Steere, therefore, moved that a Select Committee be appointed to inquire into the existing arrange ments for conducting the Coastal Steam Service, and to report what steps, in their opinion, should be adopted, with a view to securing an extension of the facilities which may reasonably be expected from subsidiz ed steam communication. In ' con sideration of an anpual subsidy of ' £6,000 Messrs. Lilly & Co. engaged 'to supply three steamers to carry out a steam service from Melbourne to Albany, extending thence to the North- West coast, and that the Rob Boy should make eight trips yearly to Cossack. The contract is binding to for three years, from February last. Jones was attempt ing to mter the house o* a settler named Watkius with the intention, it is believed, of injuring the inmates therein. A delay of about twenty minutes occurred owing to the unavoidable absence of the Attorney General, but upon his entering court ? Mr. Howell rose on behalf of Hugh Sloan, who had been committed for trial for having maliciously wounded some cattle, to ask that his client should be admitted to bail, this having been peremptorilly refused by the Police Magistrate. The application was opposed by the Attorney General, who was instructed by the Crown Solicitor. The writ directing the production of the accused having been read, the prisoner was brought before the Court, and the Chief Justice having ordered that Sloan should be accommodated with a chair, the deposi tions which had been taken in the Police Court were read by the Registrar. Mr. 'Venn moved that this Council having been informed by the hon. the Colonial Secretary that Her Majesty's Secretary of State had been pleased to authorise a errant of 2000 acres of land in the Kimberley district to Mr. A. Forre3t, would be gratified if His Excellency the Governor would recommend that such grant be increased to 10,000 acres. . The hon. member hoped this question would not come to a division. Lord Kimberley in answer to a resolution of the hon. House a year ago had agreed to sanction a grant of land of 2000 aures to Mr. Alex. Forrest.
