SjOciiI Government. [By P. F. At the same lime I am (illite ni-ntl.1l-f-r1 Ivi lw niipn. miniloi) and give ' Bushman' the credit of being quite qualified to be placed in the cate gory of those whose opinions are worthy of study. But, apropos : we. I think, look nt the subject and decide tho matter of its efficiency from different standpoints, though we agree in this respect, i e., that local government is feasible, and capable ? ?f being applied ; for he concludes his par. on the subject in your last Friday's issue by saying a fair compact means inde pendent shires, which is neither probable nor possible — a proposition on his part that- requires demonstration. Kitchener's Strong Point. [Newspaper Article] — The Richmond River Express and Tweed Advertiser — 30 January 1903

Kitchener's Strong Point j Thk writer of a recent- article- to ' Blackwood's Magazine,' ' Lord Kk i chener at Close Quarters,' says--— Much of K.'s success was no doubt due to liis wise choice of tlie tools lie | used — they really were tools uaither f than men ; and no finer body of young' | fellows ever wore sword than trllose j splendid officers who worked and aliived j for him, day after day, in those God i forsaken, sand-swept wastes. But no I one knows, no one perhaps will ever | fully know, the extent to which K. j was implored, beseeehed, cajoled by j the highest in the land to employ A. i or B. or C. ou his staff, or anywhere, j K. was adamant to such requests. , . j No general has ever been more eh- j tirely independent of the help of those* immediately around him ; not one oi' j his tools was indispensable, not even m dozen of them, though many did nob realise tbe fact. ' Are you going to bring up General X. for this cam paign?'' I once asked him. 'No, I don't think so,'K...

A Trial at Bar. [Newspaper Article] — The Richmond River Express and Tweed Advertiser — 30 January 1903

A Trial at ISar. The process of trial at bar, a dis tinction and privilege which has been accorded to Mr. Arthur Lynch, M.P., elect for Gal way, is not a usual one. Only three instances have been re corded in recent years — the Tichborne case in 1873, the Bradlaugh case in 1884, and the Jameson case in 1896, the last two named being criminal trials. One of the privileges enjoyed by a prisoner who is given trial at bar is that, of being able to apply to a Divisional Court for a new trial, on the ground of misdirection of the jury by the judge, or that the verdict is against the weight of evidence. In a trial at bar, each judge may, if be pleases, deliver judgment separately, in the same manner as the appelate judges dp ; but the recognised custom is for the President, of the Court to sum up and the senior puisne judge to pass sentence. The judges who con duct trial at bar wear full-bottomed wigs and scarlet silk gowns. ;

Matrimony and Federation. [Newspaper Article] — The Richmond River Express and Tweed Advertiser — 30 January 1903

i?Bati'ii»oii,y ami Federal ioa. MATHiMOXV and the Public Service Act do not appear at first blush to bear liiuch relation to each other (says the Melbourne 'Age'). But Mr. M' Lach lan, the Commissioner, has found that. tlie regulations recently issued in con nection with the Federal service have shown themselves to possess match making properties.. One of these re gulations states that when a female Federal servant has served eight years and intends to get married, she is granted two months' leave 011 pull pay, after which she is retired. If she has served twelve years she obtains three months' leave on the same terms. The other day a lady called on Mr. M'Lacli lan and in a prettily confused manner announced she was going to take ad vantage of the regulations. She added that she knew of five or six others who intended to similarly change con dition. Thus it appears that in half a score of households at least the ques tion ' Is Federation a failure ?' would in thy near future receiv...
