THE LAND TAX. The Assembly has got sa fat1 on with the Land Tax Bill 'as to fix the basis of the assessment. The debate develoned some extraordinary situa tions, and some un looked for alliances, for which thjB action, taken by Messrs Wise, Asiiton, and Millen was chiefly responsible. _These geutlemeu were the vraraers aud advo'.^tes of an amendment which proposed ro ex empt from, taxation in all cases the ?amount paid or contracted to be paid to. the Crown. . They made their desire perfectly plaito. They wanted to affirm the right of the State to levy on the increment of land for which it had received no consideration. De fining the fundamental principle of land value taxation to be the right of the State to take portion of the coin rnnnity created value of the land, they contended that where tbe State had received, in a capital sum. the full value of a given piece of land, it had, no right to. take any. portion of that value again by a succession ot levies. FINANCIAL ASPECT OF FEDER ATION. Before the Economic) Association on March ] I , Mr Reginald J. Black dealt with the financial aspects of federation (says the 'Daily Telegraph'). Mr Black pointed out, as a defect in the Common wealth Bill af 1891, tb.it while the Fed era! Government would have a revtnue of £8,1(10,000, and an expenditure of £2,700,000, it would exercise no control whatever over the great spending depart ments. There was ho use in a Federal Government rtising a revenue, he said, if it had no power over it when collected. The expenditure wonld have remained' with the separate colonies, and with nil barriers removed, the opportunity for hurt ful rivalries would have been far greater than they are to-day. When well fed over once or twice it must be ploughed in as I said before.
