JACOB HOKXBBOOIL JOSEPH BELL. Ws did not hear Judge Caldwell's charge to the Grand Jury at the Court House yesterday, but we understand he took his position squarely along side of Judge Harrison as to the bind ing obligation of the oath law upon every citizen and officer of the State. This is the true position to take, and we do not suppose that any of our Judges anywhere throughout the State would' or will take any other. How can they? How can they afford to say that one man to-day may set one law aside, and an other man an other law to-morrow, because in both instances the law is not constitutional in their judgment. The forepart of the day was consum ed in empanueling a grand jury and in the delivery of the charge to the samo by the Judge. We were prevented from hearing all of the Judge's add runs, which we regret very much, and can consequently give oar readers but a brief; imperfect notice of It. We (call attention to Senator Van Winkle's letter on onr first page this ( morning. The contost over in Belmont county, at the Ohio election, next Tuesday, promises to be very warm and exciting. Belmont is debatable political ground, and has been held by a narrow margin only for the Union side during the last two years. We hope for something de cisive in the way of a Union triumph next Tuesday. Patterson and Charles worth, two of the democratic candi dates, are carrying a very heavy load. Hon. R. L. Berkshire, of the Court of Appeals, was in the city yesterday. He informs us that the men of the mountains will give a good account of themselves on the day of election. It remains only for us of the Pannandle to do our duty as well. We think we can promise our mountain country friends that here in Wheeling nnd Ohio c...
