You stated that the rules were from one of the best Overseers of Talbot county, 1itd that '~ie rules might serve as u.seful hints to ethers. Now, permit a secind-rate Overseer of Yalobusha county, to add a little to these rules, it may serve as useful hints to first-rate Overseers : 1st. Nonegro should be permitted to go off the plantation without a written permission. nSd. It is rather late 'o the day to give any of the remarks made by members ea the occasion, but the spel.ch of Mr. Caaon, of Avoyelles, was too apprpos to be lost to history. Mr. Fuquar hoped that members could consider their sacred dutitn to the State, and not allow the influence of a good dinner at "Jehn's" on Carondelet street, era superior brandy cock tail at "lolt's," to sway them from the path of rectitude, virtue and patriotism.
