There is a feeling, growing probably from hope, on the part of th®se in charge of affairs that the Indian war is over, and consequently, troops have not only been withheld from the points where they are most needed but have been sent out of the Department of Dakota to the Gult because interested parties have magnified the operations growing out ot the raids of a few score ot greasers into a prospect of a war with Mexico. In the meantime, Sitting Bull, who is uneasy, and as blood thirsty as ever, having been ioined by the escaped Nez Perces and by the dis­ affected Indians from the agencies, cross­ es the line with impunity and will bejpre pared for bloodier work than ever in early spring. Every citizen who can command a place in an Eastern newspaper ought to speak, we believe, for Bismarck, but we doubt if letters ot the character of that given below are the thing. "Susannah" and "Johnalhan," evidently are closely related, and bath have a grievance o? the same nature against two persons who are "hit'' in this letter. Both of these per­ sons are respecable citizens and are among the workers for Bismarck, and they ought not to be barred because they havn't been here as long as some of the/Vest cf us. There may or may not be a ring here, but if there is it is not peculiarly a Minnesota ring, though it is true that nearly all—seven-tenths at least— of our business men have been in business at some point in Minnesota during the con stuction of the North Pacific, or before or since, and it is equally true that most of our county and city officers have come from this class. It is located in Dixon county, on the Missouri river, a few miles above Sioux City. Professor Vance, of Ann Arbor, Michi gan, has recently visited the volcano and his opinion we-gi&e in his own words: "Here." said he, "is an undoubted vol­ cano. Belew the .surface, (nor is it far below, as we saw last ni^ht.) is a reser­ voir of fire, $oufe£less communicating with the internal fire of the earth. That very situation, however, makes it ancear that the friends of other interests will in the end be glad to curry favor with the Northern Pacific people. The Northern Pacific has lriends in Congress who will stand by it and it does not seem probable that the Tom Scotts and Throckmortins will over­ look their influence in a contest so bitter and close as the enemies and friends of the Texas Pacific scheme will wage. They are poor lobbyists if they purposely per­ mit the sub-c jmmittees of either house to kill the N. P, bill in committee. What­ ever may be the personal feelings of those committees, policy has fled from Wash­ ington, if they don't see that the North­ ern Pacific has a fair and open show on the floor of Congress. There is certainly no henest majority against the measure and only the Union and Central Pacific influence ...
